Frank E.
Carbonara is a founding partner of GUILFORD SARVAS & CARBONARA LLP. He has
over 30 years of experience as a practicing workers' compensation attorney,
as well as experience in plaintiffs' personal injury litigation and
insurance subrogation. Mr. Carbonara received his BA in Political Science
from Loyola Marymount University in Los Angeles. He obtained his Juris
Doctor from California Western School of Law in San Diego and was admitted
to the California Bar in 1990.
Prior to founding GS&C, he was a partner in the law firm of Jones, Nelson, Screeton & Cornforth where Mr. Carbonara practiced primarily workers’ compensation defense. Before that, he was an attorney with the well-respected applicant’s firm of Rose, Klein & Marias.
Mr. Carbonara currently specializes in the defense of California workers' compensation cases. His areas of focus include the laws governing the California Insurance Guarantee Association, appellate matters, Medical Provider Networks, Utilization Review, and Medicare Secondary Payer claims. He has spoken at seminars for insurers, permissibly self-insured employers, and workers' compensation claims administrators. Mr. Carbonara was a co-speaker on medical provider networks at the May 2006 conference of the Northern California Workers' Compensation Defense Attorneys Association's, a co-speaker at the October 2007 California Workers' Compensation Forum conference on the utilization review audit regulations.
He has also spoken at the California Insurance Guarantee Association’s attorney and adjuster training sessions from 2009 through 2021 on topics including CIGA’s statutory defenses, drafting petitions for reconsideration, procedure and evidence in workers’ compensation litigation; PEOs; the application of res judicata and collateral estoppel to workers’ compensation awards, the laws governing workers’ compensation insurance policies, discovery in workers’ compensation cases, Medicare Secondary Payer Claims, Medical Provider Networks, and the defense of high-value home health care claims.
When not vigorously representing his clients, Mr. Carbonara enjoys 4WD off-road adventures and camping with his three sons in remote areas, such as Death Valley and the Mojave Desert. He is an avid amateur photographer and astronomer, and plays the sax.
